New laptop not ecognizing USB devices

Hi - just bought a 'new' (refurbished from Argos on ebay) laptop running Windows 7.
I have done all available Windows updates.
Any USB device that I have plugged in, just doesn't register - nothing changes when I plug them in - no error messages etc - just nothing!
There are 3 USB slots and I have tried them all.
I have tried various mice, pen drive, portable hard drives and kindle. All of these work in other Windows 7 laptops in the house.
When I plug in the kindle, it does not show that it is charging.
Can anyone suggest anything I could try - obviously I will have no hesitation in sending the laptop back again if its faulty but maybe there something simple I can try!

From memory, no, you don't want legacy emulation. That's an ancient hack in the BIOS which allows USB devices to be intercepted by the BIOS and presented to the operating system as something not-USB. It means that operating systems which don't really understand USB can nonetheless handle things like USB keyboards and mice; the BIOS deals with the USB-ness and fakes an old PS/2 interface. You should turn it off if the operating system can handle USB itself, which anything less than fifteen years old can.0 -
I disabled that - but no change - USB devices still don't work! Thanks for the help - any other ideas please?0

If USB is not disabled in the BIOS, look in Hardware Device Manager, Expand - Universal Serial Bus Controllers, Then right click, Properties and check that all of the host controllers are enabled with a device status of working.:doh: Blue text on this forum usually signifies hyperlinks, so click on them!..:wall:0

I have done that and all state that they are working ok. I have searched for updated drivers - but all are the most up to date already.
I have been using the machine on mains power since setting it up. It says battery is now 100% charged. But when I plug out the mains - it shuts down!
So any ideas about this one too please?
