can't get access-internet options, ?Virus

My computer has recently been doing strange things, it will not let me into my internet options any more (via tools or control panel). I thought this could be due to a virus so I have used Panda to search, which says it has removed 4 threats, but I still cannot gain access to my internet options, plus the computer seems to be running slow. Does anyone know if this means I still have some sort of virus I can't get rid of. Any advise would be much appreciated.:mad:
