PARK in a visitor park space - UKPS

Hi,
I'm new here, ask for any advice.
I got a PARKING CHARGE NOTICE from UKPS.
My friend lives in Leicester Court Craggs Row Preston.
I parked at Leicester Court Visitor Parking space in 28/01/2014 TUESDAY. The PARKING CHARGE NOTICE shows "SEEN BY OPERATIVE WALKING TO TOWN". That's because I need to meet someone to get something for my friend.
I send appeal e-mail to their office, no one replied me. I called the office, a lady told me appeal needed sending letter to their office not accept e-mail, then they will respond to me by letter. Their Operative let me feel worry and fear.I feel someone is spying on me. That's why I don't want to sent an appeal letter and give them my address. Can I just ignore the PARKING CHARGE NOTICE, and just wait for formal letter? Thanks.

Just what is the wording on the restrictions on visitor parking? That is important.
Would you be in breach if you went to your friend's flat first of all then both of you went to the pub for a drink? What if your friend had said instead to meet him in the pub but park up first as you were going back after for coffee? You get my drift.
Get your friend to write to the PPC confirming you were a genuine visitor who did visit that day.
But do give us the exact wording of the signs.0
