Smart Pay LTD PCN received

This afternoon a PCN was received through the post from smart pay ltd for the contravention "being parked in excess of permitted free period."
This was an Asda car park in bristol.
there was not a ticket on the vehicle window upon returning to the car, and neither is a ticket visible on the window in the CCTV photos attached to the PCN.
the alleged offence was on the 20th January 2014
The PCN is dated the 28th of the same, but was received today (31st).
The letter is addressed to an individual (by name) who is the owner of the car, but was not driving or parking the vehicle on that date. The driver was a secondary insured driver.
Advice regarding Smart Pay ltd seems to have changed from ignore to appeal over time, and any advice on this specific issue would be appreciated.
Is the lack of a parking ticket on the windscreen important?

sounds like an NTK from smart parking, so not getting a windscreen ticket has no relevance here as you received the NTK within 14 days

the law for england and wales changed in oct 2012 due to pofa 2012 , so we dont ignore them any longer0
