Sash windows - To glaze or not to glaze!

I live in an 1880s house with huge sash windows (most are ~2.1m high) which are pretty rotten and half dont open any more (previous owners did nothing to them), so need sorting.

Bay Sash
2x 2.2m x 0.5m
1x 2.2m x 1.0m

Sash
2x 2.15m x 1.05m (with georgian bar)
2x 1.9m x 1.05m (with georgian bar)

Ive had the standard big names (Everest, Anglian, Zenith, Homeglaze) quote around the £10k mark (after a fair bit of negotiation down from the £22-24k mark) but Im now worried having read so many horror stories! Also had a random dude who got ok reviews from another builder who quoted £4k and said he was fitting them from inside so didnt need scaffolding - but it just sounded insanely dodgy...

Was also originally going for PVC, but now think it may spoil the style of the house to get rid of the wood, though maybe adding double glazing spoils the style of the house period... Hence I go back to just replacing and repairing the fairly rotten windows as they are.

Any thoughts would be much appreciated!
