Best time to get a car

Hi
Just looking to see if there is a better time to get a car.
Car will be either new or under 3 years and likely to be on a PCP deal.
Am I more likely to get a better deal at the end of a month for example or am I better waiting nearer a new reg plate coming out or just after for example?
Also, as I have never done PCP before, I understand that a GFV is given - is it possible to negotiate this? Is it also possible to negotiate monthly figures, assuming you want to keep annual mileage and deposit the same etc.

Everything is ultimately negotiable
As to best time, I'd argue there isnt really one for most cars (convertibles historically is late autumn/ early winter). Month/ Quarter end is good if the saleman/branch has done badly or are very close to hitting the next band as that one sale could make a bid difference. If they've done really well though they'll be keener to focus on bigger margin sales0
