Repainting bathroom ceiling....

Hi

I am currently in the process of redecorating my bathroom ceiling which was becoming flaky and mouldy.

Having took advice to peel the paint down and primer and repaint, I have scraped as much paint off as possible but it appears that underneath there is some kind of thin board which I have ripped some of down also. Also there is a crack in what appears to be the ceiling.

I have been told that putting some PVA glue mixed with water along in the crack (which is about a foot long) and then use a polyfiller to scrape over the ceiling. And then paint.

Is this correct =? I don't want to do this and then find it is all wrong.
