Residents Town Centre Parking Permits.

I was wondering if anyone knew of a way of speaking to a council in order to obtain a parking permit. There are spots outside of our apartment in the centre of town. There are signs up regarding tickets being needed and have been there a while, however no machine.
As my girlfriend has now moved in, she queried a residents permit for when the ticket machine is installed. They've turned round and told her she will need to pay just short of 700 pounds for the car park behind us, and that there will be no residents permits for this area. I'm new to town centre life, but this can't be right can it? Most of the building occupants are low income/on benefits, how will they afford this?
Strangely enough, about 30 seconds up the road, there IS a residents permit area, albeit very small, and there are no flats or houses there, so what's the point in that?
I know the answer is likely to be either find somewhere nearby or just pay it, just hoping there is an off chance that there is something we can do, I don't drive (yet) btw so have no experience with any of this.

City centre living is not cheap even for the employed, 30 seconds? It takes me longer than that to get my car out of the garage.
Benefits? Best to not depend on them as soon as possible and surely benefits are for essentials not luxuries.
Either pay the fees or park 2 mins away?0 -
If I understand this correctly you have a residents parking place 30 secs away. How much closer do you want it to be? Are you disabled? If so the council will provide a parking bay closer to your residence.0

You might want to check the signage for the spot outside. It seems odd that there is no machine.0

You cannot park there without a permit. Because this isn't out the front of our building, they won't supply her with one, so would receive tickets for parking there.
Its very difficult to find anywhere to park that isn't double yellowed.
In response to benefits, we both work and are not in receipt of any, I'm just saying in regards to when the ticket machine does appear, these people won't have anywhere to park and can't afford it.
There is signage indicating pay and display, however the road has been overhauled in the last year, so they haven't gotten around to putting a ticket machine in yet, as such residents park outside the building (however they are enforcing the loading only bit). It has a disabled spot for one person who lives here, our block of 32 apartments is the only housing on the road.
If there is nothing we can do, we'll spend a few hours looking around for a spot without double yellows.Professional Data Monkey
