Heating wont come on unless hot water on too

I have an odd situation at home - my heating will not come on unless the hot water is turned on too. Once it is on, it will stay on, but when off, it needs the hot water to jump start it again.

We had a new boiler, valve actuators, wireless thermostat, control box and radiator valves fitted by british gas just over 2 years go.

One radiator doesnt get fully hot, so I assume it needs bleeding, but I dont see why it would stop the whole system working.

System Details:
Control: British Gas Model UP2
Thermostat: BG Wireless WR1
Boiler: Worcester Greenstar Ri.
Valve Actuators: BGMVSP-2

Reading on the net, other people say it could be the actuator. Anyone elses thoughts?
