That is not quite the same as financial advice. However, I can see why you think it is as it would The wording is certainly suggestive of advice. It could be enough to sway the FOS that it turned it into advice. However, advice or non-advice doesnt appear to be the issue here as First plus have upheld the complaint. So, it would be an argument about a point that has no impact on the final outcome.
