I'm not so sure. The letter is to my wifeand they are saying that they are going for her as the registered keeper or has been named as the RK. Now we know she was not even with me when this happened and as she is the person named and the RK and she has had no notification until this letter, doesn't it imply that they are specifically referring to her?
I may be looking at this through the wrong end of the lens.

That page you posted does not mention Keeper liability - what does the first page state?
You can check if they are able to pursue the keeper if the notice meets all the criteria as per schedule 4 of POFA 2012 here

So if my notice to keeper is over 56 days from the 'offence' I can just ignore it then?0

I may have missed one though as the one I mention above, that is outside 56 days says "following the issue of notice to keeper". And since that one they sent me a letter saying they will reduce the charge if I pay now.
If they take me to court will I end up paying more?0 -
You don't ignore whatever.
Your wife writes back saying that she is the keeper but was not driving that day. She informs them that their letter is out of time, spelling out POFA requirements.
She then writes that as keeper she is not able to say who was driving and that because they did not keep to POFA timescales keeper liability does not apply.
Invite them to cancel charge or send POPLA code.
That is it, job done for now. Or at least stage 1 done.0 -
