I used the letter in this forum and got the following response. It's my wife's car but I was driving. Any advice should be appreciated.
Dear Mrs Xxxxx
Reference: Parking Charge Notice xxxxxx - Lidl High Wycombe Car Park
Parking Charge £90.00 Due Date 12/02/14 - Reduced Charge £45.00 Due Date 29/01/14
Thank you for your correspondence in relation to the outstanding parking charge shown above.
You have stated that you were not the driver at the time, but have not advised us in writing who was driving your vehicle.
This is not a valid reason for an appeal and you need to be aware of the latest legislation concerning parking on private land. This is contained in Schedule 4 of the Protection of Freedoms Act 2012 (POFA).
The driver is responsible for payment. However under the law we have the right to recover unpaid parking charges from the registered keeper of the vehicle if they do not inform us who the driver was.
Consequently if you do not wish to pay, you must inform us in writing within 28 days the name and address of the driver. The period of 28 days begins the day after which the “Notice to Keeper” was served.
The “Notice to Keeper” you received explains this. Therefore to avoid further action, we look forward to either receiving payment or the name and address of the person who was driving at the time.
You may pay online , by telephone on 0870 774 4861 / 0844 477 8009, or by sending a cheque or postal order to the address below.
Yours sincerely

I have reported this thread for splitting from post #19 due to a thread hijack
in the meantime , please read this thread https://forums.moneysavingexpert.com/discussion/4816822
tells you all you need to know
but if you already appealed and they sent that back, you should not and do not have to name the driver, its a fishing excercise
just write back telling them to cancel or send the popla code0 -

@ OP You might want to edit your original post of some of the details such as dates and location etc. Your case is likely to be identifiable if that remains in situ.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com0
