Not had a gas bill for over a Year!

I have been living in a new build flat from Taylor Wimpey for last year and a bit now, since Oct 2012. We were initially told that our Management company would be handling the gas bill in with the service charge. However there has been a number of residents on the first and second floor who have not received any bills ever since moving in.
We have chased this up with Taylor Wimpey and the Management Company JJ Homes and they said they were working on it. We have then found out that there is a problem with the wire to these various flats, that leads from the properties to the cupboards.
Apparently the heating and gas was set up with a company called Heatlink and they were to have the contract for the billing but JJ Homes went with someone else who in trying to take readings broke this link and it has never been repaired. Now TW and JJ Homes are apparently in dispute as to who should fix this.
What I want to know, is there anything I can do to speed this up. Like threaten with some action of refusal to pay as they have not billed in adequate time? Would appreciate any advice as it is horrible not knowing what this bill is going to be. We have been putting money away for this every month but having this looming over you is horrible.

My Brother is experiencing exactly the same scenario only with electric. He is now in his 18th Month without a bill and not for trying.
They have told him they are aware of the situation but not to worry about getting any heavy bill when it is sorted out, but how can you NOT worry?
I have advised him to keep all records, especially any concerning a final outcome of the issue (of which he has no idea what the issue is that is causing it), particularly to have it in writing in case they dispute anything.
As it is, the case is still ongoing and he still receives free electricity so I cannot give you anything as to an outcome, except to say to be sure you log everything they say or do about it just in case you need it. Good luck OP, I will be interested to hear any outcome.:A:dance:1+1+1=1:dance::A
