PCN - Not able to pay car parking fees faulty phone message

Today when parking in a Short Stay Council car park in Hertford, I wanted to pay by visa debit card. I correctly entered all the details about my car, responding to the auto voice prompts, however when I tried to enter my visa details it kept repeating the same message over again. Having no choice but to leave my car without paying, I was cross to get a PCN on my return. I have lodged an appeal with GoRingo who manage the car park and feel i have definite grounds for not paying. Surely they will have a record of my attempts at paying.

    Probably they won't have your attempts at paying, and they will look at it that you did have a choice not to park there as you knew the payment wasn't going through. Still I would post this on https://www.pepipoo.com for their opinion. They will need to see your PCN both sides so scan it in and redact personal info, host it on tinypic and post links in your new thread
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Odd opinion.

    If you went into a shop and due to technical problems they were unable to take your money, would you expect to just take the goods without paying?

    With respect Bantex you are hardly comparing like with like. The OP states that they repeatedly made efforts to pay but were unable to do so because of the failure of the owner's system (or that of their suppliers). The OP wasn't trying to avoid making payment the owner's systems prevented her from doing so. Any reasonable company would have a log of an incomplete transaction or at least be prepared to check for one and provide a grace period or accept a retrospective payment.

    Strangely only a week ago I was in a small supermarket when there was a power failure meaning that they were unable to use their tills or process card payments.

    They shut their doors and told customers already in the shop to finish what they were doing - you couldn't see what you were doing anyway. On arriving at the tills a manager made an assessment of the goods in your basket/trolley and asked what you were prepared to offer. If your offer was accepted you paid in cash or they took your name and address (with some evidence) on the basis that you would return at some later date and pay the agreed sum. I didn't expect not to pay and nor did the OP.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    I have been on holiday and ordered drinks and a meal etc and offered to pay, not been able to pay but when it came to the bill time I would pay but cannot offer the goods back to the vendor ( lol )

    if that vendor cannot open his till or has no change and says ,"pay tomorrow but let me know your hotel and room number" then I wouldnt think twice about it , same as I wouldnt if I buy with a credit card and then pay the bill in the future , I even bought my house on the promise of paying the bill when my endowment matured

    just goes to show that sometimes things arent as clear cut as people like to make out , but in this parking game allowances should be made that allow retrospective payments to be made and that is one of the recommendations in the new rules being discussed about these matters very soon now (albeit that may be for councils etc)

    common sense should prevail and if people had a time frame to make suitable restitution than that should be fair to all, customers and vendors alike

    The difference here is that to OP knew they were unable to pay for the service (for whatever reason) BEFORE using it. At which point they could have sought and alternative suoplier.

    Are you sure it was a Council 'Penalty Charge Notice'? If so appeal with pepipoo forum help.

    Or if it's a private firm running what is ostensibly a Council car park then have you actually got a Parking Charge Notice (different thing entirely, and who from?).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
