HL - from dirty to clean

I've just got round to reading HL's booklet.
After 1 March you can give instructions to convert from dirty to clean fund classes with no charge.
On page 10 it says 'conversions will take place on a quarterly basis and we will publish more details about how to convert at the beginning of March'
Can anyone explain the quarterly basis part?
The whole dirty to clean process is confusing me. if I transfer out dirty to another provider some will charge to convert! however if they stay dirty until the rules force them to be changed to clean will there be a charge then or does the rdr say this should be done free?
Help I'm turning into a mse anorak!

Presumably they are doing the conversions on a quarterly basis to spread the work load for themselves and perhaps the providers.0

Does this mean then that if you want to transfer from dirty to clean on 1 march it might not happen until 30 May?0
-
That is correct. They haven't said when the first conversion process is going to happen.0
