PCN from UKCPS, notification to keeper

Got a NtK a very tatty already opened NtK from UKCPS dated 24th of January 2014, recived today 29th for a parking charge of £100 as I didn't respond within 14 days for parking "Out of Space" on private land for tennants of a Block of flats.
This is the first notice I have had about it.
There was no where else to park as it's bordered on 2 sides by double yellow lines and buildings on the other sides, here's the kicker, the alleged offence was on the 22nd of December 2013 with them stating a windowscreen notice had been placed.
Now I work as a delivery driver for Domino's, and at the stated time I was dropping of a pizza to one of the tennants. I had left the car alone for about 3-4mins maximum, in full uniform.
Now, no windscreen notice was placed on the car and due to the very obviously blown up and cropped BPA Logo in the bottom corner (was VERY fuzzy, could hardly read it) and once after speaking to my manager he told me to throw it and ignore it.
Now I have evidence of the delivery, and proof it was a service, But I thought I write to double check.

even if there was a windscreen ticket you would have been advised to wait for an NTK 29 to 56 days later , which I believe you now have

PPCs sometimes allege a windscreen ticket was applied, even if one wasn't.
Whatever. They sent a NTK in time (>28 and <57 days after the incident). All you now do is challenge the NTK. It is all covered by the thread RedX linked.
* Appeal to PPC - see the example appeals linked.
* PPC rejects appeal and sends you a POPLA code
* Appeal to POPLA (with forum help) using the usual silver bullets (No authority, Not a GPEOL, Non-compliant signage, etc.) and win
* Laugh at PPC0 -

You don't even get the walk-though?! That's there for people who can't be arsed to read the whole sticky and is the simplest step by step guide. I can only assume you were a bit busy yesterday and tried skim-reading it. You can't skim read how to beat a PPC.
What about the simple stuff in the rest of the thread? Please read it - UKCPS sue people who ignore them, and that thread tells you how to appeal to the PPC and how to win at POPLA. You will need it. Do not reply to any private message as UKCPS have a nasty reputation on here; they read this forum and they have allegedly pm'd people before offering to 'help' but in fact fishing for info and getting you to court like some victim. But winning at POPLA stops all that.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
