UK Car Parks Management- HELLLPPP

So here is our little story... (Sorry isn't not that little) :j

Living in a residential development which is gated at two entrances. There is A LOT of confusion with the parking terms and conditions on the grounds which have lead to me receiving TWO parking tickets in a week of each other (I have lived there for 4 years and never had one)

We have one designated car space which one evening someone (unknown) was parked in which forced us to park on the double yellow lines out side of our bay. There were no signs in our area for us to contact to help have the car removed or that there were sanctions in place for our area. We received a ticket for parking on the yellow lines however in principle the wrong car was ticketed.

We then enquired a week later with neighbours in a different section of the same development whether we could borrow their spot which they agreed to however we again received a ticket for not having a permit. Please bare in mind in our personal space you don't need a permit.

We have been told by our management company our car space is not patrolled by UK Car Parks Management, however other spaces and area are. There is also multiple types of permits granted in the development and some spaces need none at all.

Is this a possible way out of these tickets surely either the whole car park is covered or none at all and in terms of parking permits they are issued by UK Car Parks Management and some by the housing association. If you are renting a property who's right is if for them charge you £5 for a permit which isn't their land?

We are desperately looking for a way out of these charges so any help would be amazing!

Having read the other posts I can confirm that the signs on entry to the development (before you come through the gates) on one side are not there at all and on the other on a fence which as a driver you would never see in your car.

There are some signs dotted around however there would be various arguments as to whether they are in a prominent enough position and quiet high.

We have been told that our service fee doesn't pay for the parking company so we were wondering if there is a loop hole there? We have permission to be on the land as residents so aren't trespassing and I think the fee £100 reduced to £60 is extortionately high.

I completely understand that this post is very confusing and this is NOT a big residential development by all means. Can there be so many different rules and regulations or should the entire car park be covered equally and the same?
Any advice would be amazing

  • I am confused on what grounds I should appeal on?
  • I assume these are tickets on the windscreen?, in that case you dont need to do anything until you get a notice to keeper in the post

  • I have taken a look through about ignoring until the letter goes to the keeper.

Then you need to write your letter to contest it, all the links which have been successfully won give reasons why.

What is the benefit of waiting for the letter to the keeper? I can't see any information on how to contest saying you weren't the driver, bare in mind we have two tickets. how is that going to look?
  • Tbh it doesnt matter how it looks. You are not dealing with reasonable companies here

Await the ntk then come bk here, your main aim is to get the popla code, when turn down tne appeal

The sticky thread explains why - have another look. The appeal position is stronger as the keeper. WAIT!

You'd appeal is a simple one. The PPC does not have a contract to patrol that area. Get a confirmation from the management company and, when the New arrives, appeal on that point enclosing a copy of the management letter.

You ask for the tickets to be cancelled or a copy of their authority to enforce anything and a POPLA code.

Your POPLA appeal will be on no contract and GPEOL.

If you really want to stick it to them, then you can also advise them that if they decide to pursue this then you will be charging them for your time and other costs at £15 per hour plus.
