I parked in one of many empty disabled bays at the College car park as I was enrolling the for a course and there where no more spaces. The car park is free after 4 pm. I am now in the 11th hour..I can pay £60 or risk it going to £100...or do I ignore it completely?

None of the above of course - unless you are in Scotland or NI. You appear to have missed the linked sticky thread about winning at appeal. If you haven't got a postal Notice yet, and merely a windscreen PCN so far, the usual advice is to wait (for reasons explained in full already in the 'Newbies read these FAQs first!' thread).
Tell us which scammer it is though?
And do you think the College Security staff actually do the ticketing themselves (self-ticketing)?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
