London Councils to be investigated over there parking enforcement

Hi all,
BBC London reported, the London programe "Inside Out" on BBC1, has seen Parking contracts from the London Boroughs of Lambeth, Bromley and Hackney. Inside Out suggests these London councils set targets, for the issuing of Penalty Charge Notices.
The Traffic Management Act states
"Local authorities should not set targets for revenue"
All three councils have denied setting targets
