If you really want to go on the cheap I can highly recommend using a site like https://www.rentacoder.com. You post the details on what you want done and then people who can do the job bid on making the site for you. Coders have ratings from previous jobs so you can get the greatest mix of reliability and price you want. You post your job, coders bid for it, you choose who does it and pay the website the money who hold it until the coder does the job and you are satisfied.

Very good value for money :)

Yer, loads, but if you want a professional website, you will need to pay for a professional website designer and coders services.

Do a search on this forum for previous threads on this subject. There has been loads of discussions before on the same question.

I don't know if it would be worth a look at the Mr. Site Takeaway Website:
    http://www.mrsite.co.uk/

I've seen good reviews in magazines, and it's probably the cheapest way (although you have to design the content yourself).

Just include your need for hosting and al the rest included as a part of the requirements of your site. If you perhaps want a bit of guidance on writing up what you are looking for for the Rentacoder site PM me and I can help ... I am a web developer myself and make web sites for a living :)
