Confusing advice on PCN

Hi, I have received a PCN from Parking Eye and have spent a lot of time reading through lots of the advice on the forums. My only matter for appeal is that the charge of £85 is ridiculously high and does not represent a geniune pre-estimate of loss - which according to a lot of the threads is enough to win a POPLA appeal. But on the main MSE pages it advises that " There is also no ground for where you believe the charge was excessive", and that this would not win a POPLA appeal. Can anyone advise me please

It's semantics but the simple answer is:
- saying a PCN is 'excessive' would not win a POPLA appeal.
- saying a PCN is 'not a genuine pre-estimate of loss' does win any POPLA appeal where the signage says that PCNs are issued for 'breach of contract' or 'failure to comply'. Which does include ALL ParkingEye cases.
I am concerned you seem to think you have no other grounds for appeal even though PE don't own any car parks and use dodgy unreadable high signs and an unsynchronised ANPR system. What part of all the usual winning POPLA words in the ParkingEye examples (linked in the Newbies thread, post #3 under 'How to win at POPLA') do you reckon don't apply to you then?
