Parking ticket blew off windscreen

My 9 months pregnant daughter has just taken her 2 year old son to the local swimming pool. She parked in the pool's car park, paid for her ticket and placed it on the dash - it was a non adhesive ticket.
The little boy was playing her up as she closed the car door and it was really windy. She came out an hour later to a council issued parking ticket - the car park fee ticket had blown off the windscreen and was on the floor of the car.
She has kept the ticket proving she paid for the parking. Is it worth her appealing?

Yes it is worth appealing, I suggest you go over to https://www.pepipoo.com for advice on this, there are numerous threads about fluttering tickets in the council section, create a new thread there about this. Please scan in both sides of your pcn there, use something like tinypic to host the images and place links inside the new thread.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

does it not normally say that ticket must be displayed prominently?
Though worth an appeal as she still has original ticket.0 -
She did appeal sending an image of the original ticket. heard back today that her appeal is dismissed - she may well have paid for the parking, they said, but the fine is for failure to display the parking fee ticket!
Can she further appeal or is she stuffed?0 -
We knew that's what they would likely say. Most first appeals are rejected. It just means it's now time for round two, and most people win in the end!
Did you get Bogsy's fluttering ticket wording for your appeal (from pepipoo)? You need to bump your pepipoo thread with a picture of the latest letter and they will no doubt suggest you email the Council for the traffic order for that place (to see if the wording of the Order requires 'continuous display' or NOT)!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
