I've searched a bit more last night and found the dwp guide about living together and what it means, I am pleased to say Cathy and I do not class as such from what the guide says.

Poor cathy felt in the category of not getting the help she needed from the authority, good job we have tons of evidence about her mental illness got worse when she was refused help with both council and that's how she's still in my home since.
If someone elses is in the same boat as Cathy and I perhaps that may help.0
