Fixed penalty paid, but still received letter saying not been paid

Basically i got fixed penalty on the 8th december 2013. the payment was taken out of my account on the 13th december 2013.
I have received a letter dated 22nd January 2014 saying that they have not received payment and they have not received request for court hearing.
My bank statement clearly shows them taking the payment 5 days after i received the penalty.
My question is, can i use this as an advantage to get my money back which i payed?
interested in hearing your views, ideas.

Write back to them saying it has been paid , enclose a redacted bank statement proving that. Check that the money hasn't been refunded because it hasn't been allocated properlyWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
