why are you not asking them what formats you can upload files or appeals in ?
I have never uploaded a popla appeal nor sent one in (but I know people who have posted them due to failing to submit them online for whatever reason)
my point is that popla will allow you to upload files, you should check with popla themselves what valid formats can be used for submissions (seems obvious to me)
my reply (like most replies) was to point you in the suitable direction and let you do the donkey work0 -

Yes, the wrong 'name of the PPC' in the appeal - well spotted !
I've now changed it to the correct PPC.

Coupon-mad mentioned that the word count on the appeal box
has recently been increased, so the appeal may be accepted

I wouldn't have won without your advice, guidance
and time which you all kindly contributed to help
me in my confrontation with the PPC.
The appeal was won on No GPEOL. The operator provided a
list of costs but the Assessor stated -
"The Operator submitted that the charge represents costs all of
which were incurred “from issuing the ticket to the vehicle”. The
Operator gave examples of such costs, including the cost of
maintenance of monitoring equipment, attendant patrols and
vehicle maintenance.
The parking charge must be an estimate of likely losses in order to
be enforceable. However, some of the significant costs referred to
do not represent a loss resulting from the alleged breach."
I was surprised to hear that the appeal had taken place as the
Operator hadn't sent me any evidence for the appeal, so I thought
they hadn't sent any to POPLA either.
However, on the 19th February 2014, I did receive a "Notice to
Owner" from them, stating that I must name the driver. It
contained the usual dribble about paying the £100 within
28 days or the matter will go to a Debt Collection agency. They
also sent me some information on how to appeal. Clearly, they
had forgotten that they sent me a letter on the 13/2/2014,
rejecting my appeal. They also didn't understand that I was
waiting for my POPLA appeal in early March ! - or maybe this was
just their final attempt to discourage me with threats of a debt
recovery firm if I didn't pay up.
What happens next ? Does the Operator usually send a letter
stating that the PCN has been cancelled ?

You should get a letter but probably depends on the PPC. I know ParkingEye send a letter (mine took about 2 weeks after the POPLA decision to arrive). Just save the PDF version of the POPLA decision (if you received it by email) just in case.0
