Replacing flat roof and installing insulation

Hi
We need to, sooner rather than later, have our flat roof replaced as the felt on there is fading fast and has water under it (between the felt layers). We've had a quote of £8600 for this to be done and a sizeable chunk of that figure (around £2500) was taken up by installing a layer of insulation (there's none there at the moment), which apparently has to be put in according to new building regulations.
A friend asked me if there were any government incentives (surrounding the insulation issue) that we might take advantage of to offset the cost of replacing the roof.
I've had a look around the internet etc but haven't found anything yet.
So, does that quote sound reasonable and does anyone know of any incentives regarding installing insulation? The house is around 50-60 years old and is mid terrace.
