Hi, how frustrating!!! the best way for her to get a credit score is to get some credit, but unfortunataly the amazing system we have in this country wont give her any credit without a score what a wonderful country we live in!!) the best things to try for people in her position is to either go for a cpital one credit card, namely the one that rebuilds a credit rating (slightly higher int. rates but this will get her going) or to get a couple of pay monthly catalogs such as LX direct. Make sure you spend on them and pay them off in full and on time (it doesnt matter how much oyu spend) then in 3-6 months she will have a credit score and should be able to get a half decent account!
