I have deleted the post as this is not to do with me and I didn't want to leave it in case the person could be identified and that wouldn't be fair.

    I recommend that she visits the Citizens Advice Bureau.

    She could also look into getting Power of Attorney over her husband and therefore get the right to manage the household finances directly with all the service/benefit providers, get access to all his accounts.
