Some advise on finishing shower room around pipes

Box the pipes in with timber batons for a frame and use upvc fascia boards over the top with a hole cut in for access to stop !!!!.

Fit a surface mount back box for the socket over the top.

If it is you're screwed (lol) with the part P regs. You'll need a spark to do it or notify your planning dept then get a spark to check your work.
