When to apply for debt shift CC? how long is application?

Hello Folks,
I have a Tesco Credit Card with approx £10k Debt on, its introductory 0% purchase rate expires on 16th March 2014. I plan to shift the debt to a Barclaycard 25month debt shift at 1.5% (or something similar?)
When should I apply for this new card – can applications take long?
I can pay off the debt - but want to keep the cash working for my offset mortgage.

I would apply a month before the expiry. But now might be a good time to check your credit file if you haven't recently.0
