Is Post Office credit card a money transfer card?

A couple of comparison websites list the Post Office credit card as a super balance money transfer card, but is it?
http://www.postoffice.co.uk/credit-card describes it as a balance transfer card, with the only thing sounding vaguely like a money transfer is "Pay no cash fee when using your Credit Card to buy travel money"

I don't think they do, just applied for a PO card yesterday actually. The no cash fee I believe is only when purchasing foreign currency buy you will obviously be charged interest on the amount.0

My daughter and her bfriend are in South America (Peru, lima) and their cards don't work there. I rang uop the PO on her behalf and PO said the she put in the wrong PIN. I checked with her, the PIN was correct. these cards are RUBBISH. 3 colleages of my husbands have had trouble with these PO cards in South america.0
