:) Chrome rails are liable to rust, and paint will be liable to deteriorate for the same reason, a damp atmosphere and uric acid with any bathroom rads:(

You can get combination towel rails that have a rail and a small radiator in between, but there will always be pipework connection alterations needed unless its is absolutely like for like:)

The airer wont help, but is probably necessary, and you can always repaint the rad, there are specialist paints available, but good preparation is the key no matter what paint is used.
A spray on enamel with an undercoat, the sort you would use for car repairs is reasonable, but you may need to redo the whole rad with it off ;)

Thanks. I do wonder if the rad that we got 2 yrs ago was some sub standard thing because I have never had the peeling paint etc on any other as much as i have this! There are no rust spots or peeling buts where the little chrome over rad thing sits either. It started at the bottom and has just spread upwards!

I currently dry my towels on the rad in my bedroom and they have been there years with not an inch of rust in sight.

Every chrome towel rail we have had has always rusted underneath the horizontal tubes, mostly due to putting towels on to dry when there's no heat on. The white painted ones do eventually discolour but have never gone rusty. Incidentally you can now buy the painted ones in black if you prefer something a bit different.
