G24 Charge

My wife also received a Charge Notice from G24. It stated, amongst other things, that "The terms and conditions were clearly displayed at the entrance to, and in prominent places within, the car park".
However, there are no signs at or before , the car park entrance, although there are sign within the car park, but these cannot be read from the entrance. And I took photographs showing the lack of signs at the entrance.
We appealed to G24 on the above grounds, but they have rejected it. They advised that we can appeal to POPLA and enclosed the forms.
Do you think this is sufficient grounds for appealing to POPLA?
