Letter to commercial planning and property consultants sent today.
Many thanks again. Will keep post updated with any progress.

very true, something a lot of us already knew however
its 2 separate companies but owned or run by the same people
one of their debt collectors gets them mixed up a lot too, so you never can tell which one will be on the paperwork0 -
Hello, have received today acknowledgement from property consultants, unfortunately no joy. Copy of information below.
"I am in receipt of your correspondence dated xxxxxx 2014. Whilst you are correct in assuming I am the agents for the current land owners, Excel Parking are a tenant of my clients and beyond the lease agreement in place we have no interest or involvement in their day to day operations. I have no authority to assist you with your parking charge notice.
As a courtesy I have forwarded your correspondence onto my contact at Excel Parking who was involved in the letting of my clients site. Unfortunately I cannot guarantee any improved response but hope this will be of assistance.
Best of luck with your endeavours."

Well all roads currently lead to the BPA, who should tell Excel to send you a rejection and POPLA code, or to cancel it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Letter received today from Excel following my complaint to BPA, conveying their sincerest apologies that I did not receive a response to my appeal. Cited this was due to an exceptional administrative oversight. In recognition of the events my parking charge has been cancelled and debt recovery agents have also been instructed to close their records.
Many thanks to all on this forum for your outstanding help and support, very much appreciated. Another victory under your belts.
Regards

Well done Indian Summer good news.
The BPA can influence their members to cancel charges though it is doubtful they received sanction points:
they are meant to have adequate procedures in place for this type of thing not to occur.Cited this was due to an exceptional administrative oversight.0
