my wife received a pcn in may 2013 from a privately owned car park called the peel centre in Stockport,i was driving at the time of the ticket but we wasn't aware we did anything wrong until we got the pcn,we had entered the car park but didn't actually park,we couldn't find a place to park and my heavily pregnant wife started to get strong contractions so we waited in the car park for the contractions to stop then left for home as we wasn't sure if my wife was going into labour or not,when i received the ticket i looked for info online and seen advise to ignore letters and that's what i did as i though ticket was unfair as i din't even park but now we have got letters from Newlyns debt recovery asking for £166,what should we do,can anyone help please

also complain and mention the equality act 2010 which applies in this case as your wife was pregnant
please note, ignoring tickets in england and wales has not been the advice since about a year ago, since the law changed in oct 2012 with POFA 20120 -
thanks for the reply,in the link you provided there's info for people at our stage as we have missed the appeal period,the pcn was in my partners name but as she wasn't driving would it be advisable to write a letter to Excel parking services informing them that my wife wasn't driving ? the only problem is we live at the same address,would they then reset the clock so to speak which would let me as the driver appeal ?

you can use any contactable uk address for this, as long as you can get the post from it
once you get the pcn, you can appeal and get a popla code, then beat them at popla and pay nothing, costing them money
this is providing you never got a windscreen ticket, in other words you or she got a postal PCN as an NTK
so a letter like thisDear Sir
Vehicle Registration Number [insert reg number]
I am the registered keeper of the above mentioned vehicle.
I am writing to acknowledge your recent correspondence dated ......... and .......(insert dates) and to inform you that I was not the driver of the vehicle on the date of the alleged 'parking event'. Therefore you must pursue the driver, whose details are:
[DRIVERS NAME]
[DRIVERS ADDRESS]
Please note: this discharges my obligation as Registered Keeper under PoFA 2012 and any further pursuance of this charge against me would be deemed harassment and appropriate further action may be taken against you.

Give the driver's name but another address. Work, neighbour, close friend, someone who will pass you the reply quickly. DO NOT use the same address because give Excel an inch and they will take a mile (we have seen this before). Excel may send a rubbish reply to her - if so she should report them to the BPA because once she has discharged her liability they have to leave her alone.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
