PCN: Signed letter suitable as proof?

Hi,

I've made an informal appeal to a council PCN on the grounds of mitigating circumstances. I was parked briefly in a resident-only parking bay, to deliver medication (personal favour) to a resident. The whole street (and neighbouring ones) all permit-holder only.

In their response, the evidence I've been asked to supply is impossible to produce at this stage:

a) copy of a prescription (with 'sensitive' info removed). Aren't all prescriptions retained by the chemist?

b) till receipt.

"If however you are not able to provide this proof I would ask you to make arrangements for payment of the outstanding amount due within 14 days of the date of this letter."

My question: would a signed letter from the homeowner who's house I visited be likely to work? They're more than happy to do so.

    See if the GP will provide a copy of the prescription (particularly easy if it's repeat medication). Try to produce evidence, not just a letter.

    Hi Coupon-mad,

    A quick update – the council accepted a signed letter from the homeowner as proof of the situation, and they cancelled my parking penalty. The homeowner gave their contact details and advised they were happy to confirm the situation in person.

    A relief, and at least proves it's worth giving it a try even against the odds.
