Debt collection letter out of the blue

Good point - OP should be reclaiming the costs from the neighbour's insurance.
Not sure that would work. Cats are considered wild/feral animals. Hence why you dont need to report it to the police if you hit a cat but you do if you hit a dog.
Hitting a cat is effectively a no fault accident. You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -
I thought that was merely due to the size of the animal, not the classification? (Dogs are generally bigger than cats).0

No. Although you may still be prosecuted under animal cruelty laws if you were to deliberately hit a cat.You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -
To be fair to my neighbour, he is paying what he can most months - Although I'd rather get the debt cleared off sooner rather than later.
He was very open and honest when it happened and genuinely concerned for my cat as he (the cat) was the local tart who would snuggle up to anybody, including my neighbour.
We did look into the insurance thing but as its already been said, cats aren't covered.
I'll probably get around half back from him eventually - but to be honest, once the debt is gone, I'd rather put the whole thing behind us.0 -
I hope it all gets sorted out amicably!0

Good for him (doing the honourable thing), and good for you (being charitable about it).0 -
