Medway Council uses 'DVLA' e-mail address

Hi,
Medway Council has replied to an informal PCN appeal using this:
Sender name: parking dvla <<all lower case as here>>
E-mail address: parkingdvla@medway.gov.uk
Very confusing as their official parking address is: parking@medway.gov.uk (which is the one I used originally).
Are they allowed to pose as DVLA or is that just a strategy to give their e-mails more gravitas?
