Peel Centre - Debt Recovery PLus letter

Sorry in advance that I have started a new thread, however I am going around in circles, reading post after post and threads but I am not clear (thick probably!)
Basically my on my birthday we went to Nandos on Peel Centre for tea (classy I know!) and never even thought about a ticket as it was early evening, naively thinking charges were not relevant. Nonetheless my partner got a PCN and ignored and ignored it (thinking of old rules) and binned everything. However he has just got a Debt recover plus Demand for payment of an unpaid parking charge at £149.00 which I have now seen as he has asked me to pay it. Strangely he has also received a second one, day after, for same date of offence, different PCN etc but also for a different car registration???
What are the options here - is there genuinely any leg to stand on for not paying this £149. What grounds can he use (or me on his behalf, as he would just pay now) and who should I write to?
Sorry as I am sure its covered elsewhere but I am being fazed by all jargon and things

Seriously why not just read the NEWBIES thread where at least twice I ask people not to start pointless new threads about Debt Recovery Plus and the Peel Centre...! I am trying not to laugh, this thread is almost like a joke...he has asked me to pay it.

Sorry Coupon Mad if I am being a bit of a joke to you, it was not my intention. I have read the (or at least tried too decide which bit I am at) Newbies bit, as I am very aware that there is alot on the Peel centre and Debt recovery. My concern was that he hadnt done anything sooner to appeal it, despite not having even bought a ticket - i thought that might be the stumbling block. As redex has put, it would have been easy to beat earlier. So my concern is where it is at now.
According then to the newbies sticky, I assume it is at the post 4 stage (as written by you coupon mad), the letter from Debt recovery basically says its a demand on behalf of excel parking and if its not paid by set date then they will recommend the creditors solicitor recover costs.
which letter should I be sending to them (debt recovery) and should I be contacting excel too? Im not certain of the letter as the letter as the first link takes me to one detailing a response that its too late to appeal (which isnt really the case). The second appears to be dealing with a landowner who has been getting charges and the third isnt quite the situation i dont think as it talk s about previous correspondence and refers to previous letters.
I can see a point which says " write to the debt collector stating that any debt is denied, and write to the operator, appealing the charge and asking for a POPLA code; meanwhile also stating that any legal action should be preceded by a letter before claim complying with practice directions."
So what can I say I am appealing on, is there a template for this?

the DR+ denials are also posted many times on here too , as they come up dozens of times every day , I assume they sent you a letter ? then send them a letter too , like for like , ie:- put it in writing , how hard can it be ?
complain to the peel centre management, especially if you have receipts for the day in question (or bank statements) - details in that newbies thread (or linked from it)
next, decide who was driving and failed to pay the ticket, and check who the RK is , if they are different people, you could reset the clock if all else fails, because the peel centre use anpr and postal NTK,s , and rarely if ever use ticketing onsite (so if no windscreen ticket)
all that is covered in the newbies thread, or linked from it , to save typing it out daily
you can also use the search word PEEL in the forum search tool in the green banner, (and dr plus) and look at the previous threads concerning both of them , looking for similar cases as I can assure you, you are not the first and definitely wont be the last either
if the other letter doesnt have your car reg, or your details on it, then clearly you are not responsible, so another letter back (printed and snail mailed) denying the charge and stating that the car reg has nothing to do with your address or the people living there and you have never heard of it or owned it - ever
members here like myself and CM will help you, but we wont spoonfeed members or do the job for them either0 -
Yep and then the keyword 'Recovery' and then maybe 'Excel' to see why we can't have so many random threads about this single car park every day, repeating stuff ad infinitum that is literally already in a recent (in any average month) sixteen threads in the past fortnight...no-one else gets a look in. Nothing has changed since yesterday and the most recent Peel or DRP threads are always on page one or two even if a newbie hasn't spotted the 'search this forum' heading yet.you can also use the search word PEEL in the forum search tool in the green banner
Threads about debt collector stage where the posters have all ignored their chance to appeal and win, are generally too late to get any other advice than already linked in the Newbies thread. There is nothing else to say except that you either ignore or robustly respond (and in the Newbies thread, the blue words are links) or name the driver but Excel won't play that game. That's a fact, already on other Excel threads, all of which are found with one search in 5 seconds. This is going round in circles, sorry to be harsh but do the searches and you will understand the frustration - we can't spend time on one car park every day, to the detriment of people who are patiently hoping for advice on appealing in time as per the 2013/14 advice.Sorry Coupon Mad if I am being a bit of a joke to you, it was not my intention.
Sorry too...but we have this same conversation with people every day about one car park - it is untenable for a forum of volunteers which is why I wrote the Newbies thread and why I mentioned twice in it, pleading with people not to start yet more threads about the flippin' Peel Centre or DRP. I even explain how to 'search this forum' to find other threads...not that anyone needs to even 'search' for them on this subject. Go back to page two, then three...you'll have found at least half a dozen from the last few days about Peel or DRP (or both). At the weekend I think I replied on TEN tedious, all the same Peel Centre threads and yet new posters don't see those threads on the recent forum pages. You can complain to the BPA and or the Information Commissioner, or send a letter to the person involved and tell them so you can complain together! You never know, you might both get the charge cancelled.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
