DRP letter received but PCN NOT received

Hi, I am posting as a newbie who has read the info for newbies and followed links however I can't seem to find advice for my situation. Apologies in advance for the long post.

I received a letter from DRP Thursday 16th January, saying that I must pay them £130 for failing to pay a Parking Charge Notice issued by Euro Car Parks on 13th November 2013 for over stay in the Sainsbury's Car Park. This is FIRST I have heard about a Parking Charge Notice - I have NOT received any correspondance from Euro Car Parks whatsoever. The letter from DRP does have the correct name on it and I am the registered keeper of the vehicle number plate they have stated, however they do not have my address correct.

I immediately called DRP and was told I needed to write or email. I emailed and asked for full details of the alleged contravention. The response I received today as you can imagine did not supply any further detail, it just basically told me to pay the £130 by 3rd February and that it was beyond the time frame that I could appeal it and that the PCN had been correctly and legitimately issued. That was when I thought to Google Euro Car Parks and DRP and came across the MSE Forum.

I have since replied to DRP using a template from this forum:

Dear Sirs

Your Ref ******

I refer to your email of [insert date], and earlier correspondence.

Firstly, I have no intention of paying the money demanded by your client, and any court proceedings will be vigorously defended.

Second, should it be your client's intention to start court proceedings, they must provide a Letter Before Claim which complies with the requirements of Annex A Para 2 of the Practice Direction on Pre-action Conduct:

Please also note that a failure and/or refusal to comply with the Practice Direction will result in a complaint being made to the court and an application for a stay of the action and costs pursuant to the provisions of paragraph 4 of the Practice Direction on non-compliance and sanctions.

In the meantime, you should note that this charge is disputed, and you must now refer this matter back to your client and cease and desist all further contact with me. Failure to do so will result in a complaint to the Credit Services Association.

Please can someone advise me as to what else I need to do as I'm finding this extremely distressing.

    in theory you break off all contact with DRP as per the advice in here https://forums.moneysavingexpert.com/discussion/4816822

    you have sent them a strong letter, so thats them sorted

    you should now appeal direct to the ppc , using something like this and complaining you have received no NTK
    Dear ECP,

    As the registered keeper of (reg) I am not in receipt of your parking invoice xxxxxx dated xxxxxx and have only received letters from Debt Recovery Plus which I strongly object to as you have broken the BPA CoP rules. I wish to invoke your appeals process as all liability to your company is denied on the following:

    1) this charge is not a genuine pre-estimate of loss
    2) your signage does not comply with the BPA Code of Practice
    3) you do not have the authority or permission to issue invoices at this location
    4) You have failed to notify the registered keeper within any suitable time scale so POFA 2012 no longer applies

    These points and others will be raised with Popla should you not accept this appeal, and you will be expected to provide a full breakdown of of your alleged loss, and your full unredacted contract with the landowner.

    If you do reject the challenge and insist upon taking the matter further I must inform you that I may claim my expenses from you. The expenses I may claim are not exhaustive but may include the cost of stamps, envelopes, travel expenses, legal fees, etc. By continuing to pursue me you agree to pay these costs when I prevail.

    Please issue your cancellation within 35 days of this letter or supply a popla code to appeal to them.

    you should also consider complaints to the BPA and the DVLA as mentioned in that thread too , due to no NTK so no opportunity to appeal and get a popla code

    LASTLY, you should be complaining to Sainsburys, or the landowner , regarding this matter, especially if you have any receipts or bank statements for that day (which is also advised in that NEWBIES thread too)

    You can ignore DRP/Zenith and should not get into protracted comms now you have written once/twice already & stated your case to them.
