Don't be silly.
If a company charge $125, or £125, or 125 groats, then they get that amount. It makes no difference what currency the payment account uses or what the exchange rate may be between the bill and the home currency.
If the exchange rate is 1:1 then they will get $125.
If the exchange rate is 2:1 then they will get $125.
So long as they get the amount they are asking for in the currency requested, then no one owes anyone extra anything.0 -

I'm sorry, I must have missed your post that told the OP to do a chargeback to get their money back and then contact the merchant to pay again. Is that because you never actually said anything about the fact the OP should ensure the merchant does actually get paid for the goods/ services already received?0 -

In my very first post I clearly said: "This doesn't mean that the debt doesn't have to be settled by any other means."
Any further discussion of 'ensuring' was absolutely OOT, but if you insist, personally, before paying I would negotiate some compensation for the problems they arrogantly caused.0 -

Well, a successful resolution has been reached.
The company who presented the transaction 15 months too late have been very apologetic, agree that they have violated their Visa agreement and accept that due to this I'm under no obligation to pay them the funds. At all. Ever.
I offered to make them a PayPal payment (no currency conversion charges for me!) of the original sum, minus the value of the bank fees they generated for me. They apologised some more, thanked me for my offer and sent me their paypal details and reference numbers.
I'm happy: the transaction cost me the $125 I was expecting and I don't feel I owe them anything.
They're happy: a mistake they made didn't cost them as much as it could have done.
For the record: The $125 included a $100 admin charge for them to send a signed form to another business by post, because I had submitted paperwork a week late. Ironic symmetry?
Yes: I'm a really disorganised person. I promise to pay more attention for expected transactions on statements in the future.
