TPS Parking fines

Having parked a company van and car in a hospital car park over several weeks as we were working on site in the hospital we have recently been ticketed. We had 2 tickets issued on 13/01 and foolishly returned back to the same car park on 15/1 and had a another two tickets (we had paid the parking fee and had done so for the duration of use). There were also other commercial vehicles in the car park on the same day that were not ticketed. These tickets coming on top of one received in November in a different hospital car park (for causing and obstruction) as the van did not quite fit into a bay (parking ticket was displayed) and 1 for non payment as the driver overstayed. Having had 2 private parking notices in previous years at other locations we chose to ignore the first 2 notices. We have today received letters from Debt recovery plus Ltd demanding payment for the first two tickets. Recent threads suggest appealing rather than ignoring although in the case of the first two 'fines' presumably' an appeal is now to late. Some upto date guidance would be appreciated.

thats as up to date as it gets
they arent "FINES" either , they are parking charge invoices
only courts and judges can impose a fine or fines , so not TPS or any other PPC0
