Disabled Facilities Grant on Hold

Can anyone help. My MIL has been assessed to have a bathroom upgrade as she is in need of help with personal cleanliness. The application is in the hands of a "Care and Repair" agency, which helps in form filling etc. MIL has been told by said agency that they cannot find her property on the Land Registry. As far as I know she only has the deeds and all other paper work in regard to the property, which she told them. Land registry is only compulsary on the sale of a property. Why can't this official accept that my MIL owns and has lived in the property since she and her late husband built it in the early Seventies. This came to light as the Council have written to MIL asking where her application is. This was put in the hand of the C&R agency last Oct./Nov. and they are supposed to have sent all the details.

On another tack - http://www.legislation.gov.uk/uksi/2013/3174/schedule/1/made
For small properties - the land registration fees can be small.0
