CPP Claim When Policy Holder Died

Hi,
My wifes mum received the voting information relating to the CPP PPI miss-selling. But the letter was addressed to her late husband (wifes dad) who passed away in Dec-12. She didnt contact them or vote.
Does anyone know if it is possible to claim for mis-sold PPI when the policy holder has since died?
