Boiler short cycling and rebalancing

Do I solve short cycling by rebalancing and opening the valves a little more?
System usually runs on pump speed 3 as this is the only speed the boiler can loose enough heat to stop it turning off early, even on max stat. However it's noisy and cavitates a bit.
If I switch it down to 2 but open up the rad valves a bit more will this give it more flow and less likely to short cycle? Would like some advice before I start a potentially pointless and lengthy excercise
Boiler is non modulating, high fixed output for 3 storey with about 20 radiators. So as you can imagine once some trvs close it's output is overwhelming but 2 mins on 1 min off seems excessive.

If its unmodulating then probably the best thing you can do is open all of the valves as far as you can and still keep all of teh radiators hot.
Not really much you can do about it.
As you say as you have trv,s then that makes it even worse!
You could set your timer to lots of on/off cycles to stop ot doing it so often0
