Help USB Hub delays start up

When my windows XP started up the USB hub used to be one of the first items to become operative but for some reason it is now the last. As my mouse and keyboard are connected to it this means I have to wait for all my other start up items to get under way before I can do anything which is quite a long time.
Can anyone tell me how I can change the order of starting so that the USB Hub has an earlier start.

Is the hub powered or not?
Have you tried plugging the keyboard and mouse directly into the computer to see if there is still a delay?
What computer is it? Make/model.

It is Powered
Yes - when plugged directly into pc there is no delay. Also my external hard drive is plugged into the hub and it is delayed as well. The mouse and keyboard are too far away from the PC to remain directly plugged in without buying extension usb leads
computer is DIXONS XP Ei 314
Hub is a 4 port USB2 - no makers name PC calls it a Generic USB Hub0 -
Do you still get the delay if the external drive is not plugged into the hub?

In experimenting trying to answer the question the problem may have resolved itself its been too short a time to be sure. I turned off, unplugged the hard drive booted up with the result that there was no delay. I then turned off plugged the hard drive into the PC bypassing the Hub, once again no delay. To double check without moving any components I rebooted and the delay was back with the hard drive still plugged into the PC. After that I can't remember the sequence but I moved stuff around trying to find a consistent sequence of actions that would indicate where the problem lay. I couldn't. However the last thing I did so far was to boot up with the hard drive unplugged then plug it into the USB Hub with the computer running. Since then I have rebooted twice and the delay is gone. Lets hope it stays that way.
