Surprised to see they're not registered on AOS as ANPR operator..

Doesn't matter TBH, could just be a box not ticked on the AOS list and does not mean any camera is 'unauthorised'. Don't want you to go off on a tangent about that unimportant 'tick in a box' omitted from a list of members. And it's quite possible they take pics then send Notices in the post later (only as you say, this one is late). That doesn't kill it though because tickets do not HAVE to comply with POFA 2012, it just means they have missed the chance of 'keeper liability' which is the same as the last 3 cases I have just posted a reply on this lunchtime. Very common.

As I said, this is the same as any other case and you are at first appeal stage with a PCN that arrived too late for keeper liability. There are examples in that sticky thread to suit that situation, do adapt one of them.

Do you think this might have been a self-ticketing operation by a local Security guy or jobsworth with a camera? Often the case at Hospitals, Colleges, Uni car parks or residential flats. It adds another point later on to your POPLA appeal if so.

Starting to think it might have been a sneaky security guar with a camera whom the driver didn't spot. In any event, I shall look at the standards in the sticky thread for a response.
