First rule of overtaking on a motorcycle - never try to put the bike where your head hasn't been first. In other words, don't overtake unless you are sure there is an adequate space for you to get into, without making other drivers brake or swerve. This should also take account of other drivers changing their minds, speeding up, slowing down, changing a CD, shaving, making a phone call, etc. We tend to be cautious in these situations, because what for you would be a bit of panel damage for us would be a trip to A&E or worse.
From the description, I'd say to continue to overtake when the other driver was able to cut you off within the available road was probably unwise. Add the return arrows indicating your lane was closing, and I'd say the fault was mainly yours. But the other driver should not under any circumstances have speeded up when she was being overtaken (and if she didn't know you were there, why not?).
So, ultimately, a 50/50.If someone is nice to you but rude to the waiter, they are not a nice person.0 -

So to clarify, are you saying that you're ahead of the car in the left lane and about to merge in but the left lane car speeds up, effectively undertakes you to prevent you from moving over?

If you've made it to the end of your lane and had to slow down a lot, then you didn't anticipate moving out of it soon enough.
If you were not far enough ahead of the other car to pull in, then you should slow down and pull in behind it. It is not the other car's responsibility to slow down to let you in.
