ELQ Tuition Fee Loans

As many of us know, for years Equivalent or Lower Qualification (ELQ) loans from Student FInance has been refused in England.
However, In Autumn 2013, the Tories announced that there would be a relaxation for some subjects.
Information on this topic is amazingly scarce. I was suprised that MSE did not post anything about it at the time, and I am still waiting for a decent amount of information regarding it.
As a former student who is currently paying off a student loan based upon the pre 2010 loan system, the questions I have are:

As a former student who is currently paying off a student loan based upon the pre 2010 loan system, the questions I have are:
- Will I be making separate loan payments for my first degree and my second degree? And effectively paying back double the amount each month.
- When does the ELQ relaxation start?

the top section is taken from the page you linked to so it should be in force from at least 2015 - 16 - and the link below knows nothng about it, so currently not in force, and probably not this September...
Not very scientific, but I'd heard nothing about it... Sounds interesting.
The exemption of part time engineering, technology and computer science courses from the equivalent or lower qualifications (ELQ) policy will cost approximately £5 million in loan outlay in 2015-16- The government’s economic policy objective is to achieve ‘strong, sustainable and balanced growth that is more evenly shared across the country and between industries’. It set 4 ambitions in the ‘Plan for Growth’, published at Budget 2011:
