Parking charge notice (sent a week later)

I received a Parking Charge Notice this week (15h January 2014) from parking on private land, The ticket is for the 8th January 2014. Am I correct in thinking that they cannot request my details from the DVLA less than 28 days AFTER the alleged incident?
Also the ticket was addressed to me despite my wife driving the car at the time would I still be responsible and would it be up to them to prove who was driving?

They only have to wait 28 days if they placed a Notice to Driver on the car itself. If they didn't what's to be gained by anyone in waiting for a month? Of course it's addressed to you, it's your car. They don't need to prove who was driving.

There was no ticket placed on the car by the parking police when we came back to the car. The only evidence they have is our car entering the car park and then 30mins later leaving. I believe that to purchase a ticket from their machine the car reg needs to be entered. We parked in a disabled bay and put my blue badge in. I was under the impression it was free parking for disabled drivers in this car park but obviously not.0

in that case, as explained in the NEWBIES thread, they have to notify the keeper within 14 days of the incident, which they have clearly done
very few private car parks allow free parking for BB holders, your badge is not valid on private land0 -

so sorry to hear about this invoice you have received from parking on private land. Most car drivers can clearly identify that sinking feeling when receiving these things in the post, or attached to the windscreen.
your right to think that you could park for free, as most carparks are free for disabled car drivers.
although it might look and feel like a penalty charge notice, is in affect a invoice from the land owner. There is lots of information on these tickets elsewhere on the site. If my memory serves me right, no one has ever been taken to court for such an invoice, which is very different from receiving a PCN from a local authorty or the police.
your right, this invoice is not yours, so why should you pay it. go onto the parking ticket section, there are plenty of parking threads threads, please post there as you can get more support. I suspect most will tell you to ignore the invoice. you will get a few threatening letters, and thats all, but please look elsewhere on this site, and good luckTrinidad - I have a number of needs. many people have been taken to court for non-payment so that part isnt true
many private car parks and quite a lot of council car parks charge BB holders for parking , very few are "free" any more
ignoring it would be a stupid thing to do since oct 2012 due to POFA 2012 which DOES make the registered keeper liable unless they name the driver
